if you try to use verve card., there is no way paypal can charge the card and send your verification code to you because the card is not provisioned to be used for foreign transactions such as payment online in foreign website and ATM machine.so due to the restriction, you can only make use of ATM Card that has either Master Card or Visa Card logo on it and provisioned for foreign and online transactions.
i know the next question that would be in your mind is where will you get a card with master card or visa card logo on it.well, it may interest you to know that most of our nigerian banks do issue master card and visa card and you can fund it with naira which will be converted to US dollar when using it for foreign transactions or online shopping.
