the owner of the computer have been using it to copy movies regularly and it has damaged the dvd drive.this is one of the reasons i don't normally advice some one to use his or her computer to copy or watch movies from any CD Or DVD because it damages the dvd drive of the pc.
so please if you are the type that likes copying or watching movies with your computer from CD or DVD, to avoid spending to buy new dvd drive, it would be wise to just stop it.even when you make use of normal dvd player to watch movies with your tv set, the dvd player do get damaged beyond repairs.
the same also happens to computer dvd drive which is even worse because you will spend more to replace it.the computer dvd drive is mostly use for installation, burning and copying of important files, not to be used for watching all kind of movies.

just buy a new installation cd/dvd for the windows you want to install and use it.or better still, look for another computer dvd drive to make use of because it appears yours may be corrupting the windows cd.
you can either look for some ones dvd drive or make use of an external dvd drive.if you can't find any of them, then the last option is to use a bootable flash installation.
to do this, you will have to buy a new flash drive of over 4gb that can contain the windows installation package, then convert the flash drive into a bootable drive so the computer can detect it which will enable you to install the fresh windows operating system.hope this helps.enjoy.
